Can't access the bios and BDOS appears (HELP!!)

My friend asked for me to fix his computer because nobody was booting, so i saw that the problem was that the HDD was loose so i fixed it, it started to boot and i ran system recovery, and during that laptop discharged because i forgot to plug it in, so i plugged it in and turned it on, and it shows windows 7 logo loading for 5 seconds and after that immediatly blue screen of death appears and it restarts again, and it loops like that over and over, also i cant access my BIOS for whatever reason, i try to click f12 as fast as possible but nothing, please help!!!!
 
Do you have windows cd? Sounds like you have a corrupt boot up file in registry. Can you get to boot options F8 before the Windows screen? Try to see if you can boot up into safe mode if you can get into safe mode then run Windows CD, if you have it. From there you can run a windows repair and that could fix. If this don't work for ya, sounds like your HDD took a crap
 


I actually did what you said and found by pressing f8 a system recovery, checked three times for backup recovery and did 3 times system restore, but still it does the same thing, probably when hard drive disattached it got messed up
