Question can't access the bios

hello,i have this motherboard GA-H61M-S2PV i can only access the bios when i remove my gpu but with the gpu installed if i click f8 or DELL computer freez with a black screen
note:the computer can boot to windows just fine no problems it's just the bios
specs:
i52400
rx580
GA-H61M-S2PV
psu 500W 80+bronze

Can you reboot to the BIOS from inside Windows? Hold Shift+restart, troubleshoot, UEFI?
