I recently purchased a pair of used HP 1800-24G switches for my homelab off of eBay. I have followed the installation guide from HP:

I set my network settings to 192.168.2.14 for the IP, and 255.255.255.0 for the subnet mask. I factory reset both switches by connecting ports 1 and 2 with a cable, then powering it on for 40 seconds. One of them works flawlessly, and I have no problems accessing the webui and configuring it. The other one, despite doing everything the same, I can't access the webui, and it just times out.
It does, however, work perfectly as an unmanaged switch.
I have to suspect that I have a bad switch on my hands, and I'm wondering if there is anything else I should do before contacting the seller for replacement.
