I would ask on tenforums since you found a link there that says you can do it, its likely the owner of the folder is the system user or trusted installer and they two I don't advise people take permissions off as windows falls apart fast if they can't do anything.

One option is replace the file by booting off a linux USB and bypassing windows permissions entirely - http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/
