Can't boot computer

This happened a few times over the past few days. I did attempt to install a new video card before attempting to fix the issue (probably not a good call). I have since removed the card.

Currently the computer will only boot into Windows Boot Manager, and gives a status code 0xc0000428. Option given are to (1) insert windows disc to repair the computer, (2) go to advanced boot options and select last known good, or (3) get into advanced boot options and temporarily disable driver signature enforcement.

I have attempted all 3 of these options, but the system will not read the installation disc. I tried the 2 on board optical drives, as well as my USB CD Drive.
I cannot get the machine to go into advanced boot options to select last known good, or to disable driver signature enforcement.

I would be fine to just do a complete reformat, but I cannot get into anything except the BIOS.

I have checked the boot order in BIOS and it is set to boot from CD first, and I have also manually tried to make the computer boot from the CD drives in the boot menu, but it just says that the selected boot drive is not available and gives the option to retry or enter setup utility.

Any Ideas?
