Question Can't boot from any device, but I can boot into bios.

So this is a weird one:

I am trying to build a pc from basically my old components lying around.
Basically what happens is: I hit the power button, I see the bios splash screen, I see the windows logo for like 3 seconds and that's it. Now I am in a boot loop. This continues forever.
I am able to enter UEFI and change settings, etc. without the pc crashing or whatever.
I tried booting from USB to maybe put a fresh install of Windows on the SSD, but this also results in a boot loop (bios splash screen, loading, boot loop).
I reseated the RAM and graphics card and everything. I also tried all the components on a seperate motherboard, so I can confirm all components work, except for the mobo. I did the CMOS reset and everything.

Does anyone know what's going on here? Everything I can find online is people who can't boot into windows and then reinstall from USB (which doesn't work for me) or people who can't even boot into their BIOS, but that I can do. So I am not sure if I should get a new mobo or if this is a workable issue.

The specs are:
Ryzen 7 1700
RTX 2060
Gigabyte GA-AX370M-DS3H
16 GB RAM
