Can't boot from CD/DVD

hello

i am trying to do an entire fresh reinstallation of windows 7 on my self-built computer.

i am changing the boot order to CD/DVD first, HDD second. i am also selecting CD from the boot menu and it just refuses to boot from a CD.

U don't see the words “press any key to boot from CD or DVD” quickly press?

hello. yes, i do see a "press any key to boot" and i do press any key however it still boots from my HDD
