Question Can't boot from USB stick, motherboard potentially at fault ?

Hello,
So I am trying to boot from my USB stick to install windows. However, there is something horribly wrong with my motherboard (it seems) and I don't know what it is. I've updated my bios and nothing has changed. I've tried booting from two USB sticks and both produce the same problem shown below:
(The USBs are formatted correctly)

My first assumption would be that my motherboard is broken. However, I may be wrong so I would appreciate any help & ask any questions if needed

Ok so what are you doing, setting up a new pc? Please list the pc parts.

I'm trying to reinstall windows through installation media since I'm having troubles updating
Ryzen 5 1600x
MSI B350 Plus
GTX 1050 ti
4x4gb Corsair Vengenance ram 2400mhz
