Can't Boot from USB - Stuck on Checking NVRAM

I'm trying to boot my PC with a USB stick to do a fresh install of Windows 10 on a new SSD. The USD and SSD are both plugged in but no other HDDs.

The USB is #1 in boot priority but when I try to boot it gets stuck in the POST phase with "checking NVRAM". I'm using an old ASUS M3N78-CM.

I should add when I don't try to boot from USB and instead use my HDD with the OS on it it boots with no issues so it's not a RAM hardware issue.

I can try to boot using a DVD but I want to try to understand why I can't boot from USB. Any ideas?
 
1 make shure you have quality flash drive
2 a. some bios will only give you the option to set the usb drive as a bootable option when you have the drive inserted
b. select bootable harddrive move usb to top

1. It's a new 32 GB lexar drive formatted as FAT32 (or just FAT, can't remember)
2. The drive is inserted and I have selected it as the boot priority drive and it is at the top.

Any other ideas?
