cant boot from usb

hello, my hdd its in unkown condition without OS iam trying to boot from usb like i did before in another hdd but i cant. there is this message
RECOVERY
your PC needs to be repaired
file:/boot/BCD
error code:0xc0000098 (you need to use the recovery tools on your instalation media)
im googlin it and it seems like a common problem but still i need some help. thanks

And how did you put whatever on the flash drive?

And you used an ISO?, that should work. How did you try and boot from it then?

Did you change the bootdisk to it in the BIOS then boot from it?? You may have to press a key when it says to

i did it to another hdd just to be sure everything works perfect and all good then i changed the hdd again and laptop cant even read that hdd i believe that this hdd its broken somehow
