Can't boot into BIOS on GA-Z68AP-D3 board

Hello I am building my first PC and have run into a dead end because the system will boot for 2-3 seconds with a small click (not beep) from the speaker then shut off and boot again to only repeat itself till the plug is pulled or it's made around 10 attempts. Youtube video link.

Specs:
Gigabyte GA-Z68AP-D3
Intel i5 3570k
Gigabyte GV-N960OC-4GD
2x Fury HyperX 8GB DDR3 RAM

Attempted fixes:
CMOS reset
Use on board HDMI
Reseat the RAM in all 4 slots
Use only one stick of RAM (used both to ensure one wasn't a dud)
Reseat CPU
Reseat GPU

Additional Notes:
CPU and motherboard have worked fine together in the past
With no RAM the motherboard continuously beeps so its not dumb in there
Have tried both in and out of the case and checked for shorts.

Do you have a different PSU you can try?

I do not however the PSU is confirmed working in another PC and when the motherboard is complaining about having no RAM it stays on.
