[SOLVED] Can't Boot into BIOS or OS

Hi,
I have just assembled my first PC and I'm having trouble getting it to boot into an OS install disc or the BIOS. I can't open the boot menu.
My specs are HERE on PCPartPicker and a LightScribe drive
I have tried disconnecting any unimportant components such as the SSD, USB peripherals, optical drive and WIFI card to enter the BIOS menu, all to no avail. I have also tried Clearing the CMOS jumpers.
Can anyone please suggest a way of troubleshooting this

Follow this guide thoroughly first.
Do you get any display at all?

I switched to a better monitor and the problem was resolved
