Can't boot into safe mode + networking

So Im trying to fix the windows update being stuck on "checking for updates" I did many things like run microsoft fix it, cleared my history and cache for it, ran the KB3102810 file for the updates and non of it worked.
What I think will work is running on safe mode + networking but my computer wont let me. It keeps looping to "welcome" and then restarting.

Regular safe mode works but safe mode+networking doesnt.

If the pc's time/date is wrong in bios or windows this stops it. Windows update on 7 can take ages to find updates when it's the first time and many times i thought it's not going to happen but does eventually, go for a walk. After this primary update, it will work a lot faster in future

I have to ask, your internet does connect on this pc?and the adaptor is turned to enabled in bios
