[SOLVED] Cant boot into windows correctly

Bought new PC and when turning on you will either get infinity spinning, black acreen with cursor or the windows will actually load but you wont able to open anything bcs its sorta frozen.

The PC is
A6 9500
Asus rog x470f
Vga 1000w supernova 3g
Ddr4 ram

I tried testing cpu then psu on old pc, which didint work, but now my old pc also same problem, did cpu or psu broke my 2nd pc ?
 
Solution
I managed to boot with PC being sort of usable, i checked task manager and service host uses all 100% cpu mem and disk. Keep in mind i tried 5 different drives with fresh and old windows
