Can't Boot. Mem OK LED red.

I Have an i7 2700k on Asus p8z77-v and windows 8 64 pro . 256 SSD Crucial, and i have problem with adding additional memory or my memory is faulty.
The machine had 8 GB (2x4) Corsair CMZ8GX3M2A1600C9 memory at 1600MHZ 9-9-9-24 and 1.50v . ver5.29
I had them at A2 -B2
Yesterday I bought another pair of CMZ8GX3M2A1600C9 memory at 1600MHZ 9-9-9-24 and 1.50v the difference is that on the memory the ver. is 8.16 not 5.29. I checked on the bios and it has some different timings in tRCD:
tRP: tRAS: etc the main 9-9-9-24 is the same.
Question number one is that a problem?

I installed the memory at A2 -B2 Old and A1-B1 new . When i tried to boot i got the red light memOK. Pressed the button for a few seconds it did the diagnostic but no boot. I removed the new memory and boot with the old one A2- B2 eveything was fine. I boot A2 with one stick of the new memory and everything was ok, I tried the second and it was ok too... I tried the new memory only and it boots but windows crashes on loading screen after a second.
Any ideas what should i do?
 
Solution
If one stick doesn't work, you have a bad one. All the futzing around in the world won't change that. The best you can hope for now is a system that seems stable, but at some time WILL experience crashes.

This is weird! I did the memtest86 from usb and both the new sticks were ok. I let it run 3 times.
I had two sticks plugged in A2-B2
The most weird thing is that if i put it one by one, one of the sticks doesn't boot at all . It sets the machine in a loop of rebooting. While the other behaves normally.
 
It sounds like the one particular stick is bad. I'm not sure why it worked as a pair (possible voltage issue?) but that's why we recommend testing sticks individually. When you do a RMA of one stick in a kit, you usually need to return both sticks in the kit (and you'll get two new ones back).

The memory won't mix at all ... If i plug the 4 sticks together it starts booting now but get a BSOD before reaching windows.
The sticks are a bit different This is what it says at the bios information panel.

I am not an expert but whenever i added ram was quite straight forward there must be something wrong ...

It worked as a pair but not as 4 or 1!As a pair it booted and i did occt and all crash tests and memory test ... I got the new memory from ebay ... so i want to be sure it is not my fault before i start a case there. It takes ages ...
Ok this might be stupid but do memory sticks keep settings from their previous setup? Or the bios keeps the settings ?
I will try a couple of configurations and i will try to return it. Keep you post it. I just got this idea that maybe my motherboard has the problem ...
