Can't boot past blue Recovery screen, BCD 0xc0000098

So my fiancee's computer froze up last night, and I've been trying to fix it with my Windows 10 installation USB. The first time I booted it up before trying the installation USB, it had the blue window on the black screen and the little white loading circles, and it sat there for a good long while before loading a blue screen with approximately 1 inch bars smeared across the monitor. I tapped CTRL+ALT+DEL and it rebooted immediately, sat on the same loading screen for a while, and then back to the same blue screen with bars. So the next time I went to the BIOS, and told it to boot from the USB first, and put in my Windows 10 USB to attempt a repair.

The first time I booted from the USB, it did everything I was told it would do - I got into the screen where you choose language, etc, and hit Next, where it went to the screen that allowed me to choose to repair or install. I went to repair, and got the option to troubleshoot, which I did. At this point I didn't know about the command prompt or what to do with it, so I didn't choose that option. did try to run the startup repair, and it came back and told me it couldn't repair my PC. I looked over a few other things, thinking I could get back to that screen if I needed to later, and told it to restart the computer. Now it will only boot using the USB, and when it does, it goes to this blue screen that says:

Recovery

Your PC/Device needs to be repaired.

The Boot Configuration Data file doesn't contain valid information for an operating system.

File:\Boot\BCD
Error code: 0xc0000098

You'll need to use recovery tools. If you don't have any installation media (like a disc or USB device), contact your PC administrator or PC/Device manufacturer.


If I boot without the USB, it just goes to a black DOS screen and tells me:

Reboot and Select proper Boot device
or Insert Boot Media in selected Boot device and press a key


I have tried everything I know, and watched countless YouTube videos trying to fix this, but nobody will answer what to do if you get stuck in the loop where the blue screen won't let you do anything.

***UPDATE*** In the middle of writing my post, I was trying to get back to the blue screen option where I could actually do something, and I somehow did manage to get to it, but the command prompt option didn't seem to do anything to help. I got to the bootrec /rebuildbcd command, and it said it found 0 windows installations, even though the fixmbr and fixboot both said they completed successfully. When I restarted the computer, nothing had changed, and I was stuck in the loop again.

Please help - this is infuriating!!
 
looks complicated but i had a similar problem with this only thing i could do was dont change any boot priorities keep it default put your usb in and restart when you turn on you should have 2 options enter setup and bios settings its usually f11 press it and you should see a menu shows storage devices from there you should see an option called windows boot manager than once it takes you to that blue screen and find the option lets you choose a system restore point and go back to it if it doesnt work your windows might be corrupted and need a clean install
 


I have no problem doing a clean install or a refresh/reset, if I could just get it to go to any other screen. That's the problem - my Windows 10 installation media is what's stuck in the loop, and I literally get one of the above two things I posted when I use the USB, and when I don't. My BIOS entry is DEL, and it's MSI click BIOS, but I haven't seen the option to get to the Windows Boot Manager...sounds like that's what I'm looking for. How exactly do I do that?
 
when you put usb stick and restart and boot up and bottom somewhere it should show enter bios and options like that and you normally have 2 or 3 where it says enter setup enter bios or bios settings they are usually either del F11 F12 buttons tell me what you see

Wish I could, but it blinks so fast I can barely get into the BIOS, I just know it's Delete for that. My friend thinks it's drivers that got corrupted. He said F8 is the boot menu, is that common?
 
i use to have msi click bios aswell after you get out of the boot settings you should be able to hit a button to bring up that menu try f11 f12 if not im not sure if i can help you
 
Not having any luck getting into the boot menu yet. It's not F11 or F12, nor F8...DEL is BIOS, and I don't think F2 is anything either. Do you recall how to get your BIOS screen to stay on longer? Mine flashes up in a nanosecond, so I can't read the boot menu command.
 


I have the exact same problem -> "Windows 10 installation media is what's stuck in the loop".
I created a new one on a different usb pen and I got to the recovery menu. Tried startup repair and "bricked" that usb too lol.
I'm going to make another usb recovery tool and this time try through the Cmd Prompt.

Ubuntu usb starts fine though, but shows my SSD as only a 20Mb drive?
