cant boot pc

HI, i recently upgraded my PSU from 480W to 450W. after i replaced the PSU, my monitor cant seem to boot, although all systems, i think, have worked. the reason that i changed my PSU is that the 480W does not have any 6-pin PCIe connector.

My pc spec:
ASUS h81m-k
Intel i3 4160 3,6ghz
ASUS GTX 750 Ti OC Edition
GSkill Value 8GB
Seagate Baracuda 250GB

Both PSU (480 W and 450W) is not so famous brands as they are local-made PSUs
