Can't boot up my first built pc

I just recently built my first pc and the mother is only compatible with Windows xp and windows 7. So I downloaded windows 7 to a USB and when I plug it into my USB it says "windows is loading files" it gets about half way thru the loading bar then starts to restart like every 5 seconds and won't show anything for the little time iT's on.

Make sure your RAM and hard drive are seated properly. Need to list full system specs also. Why would you build a new computer with a motherboard that only has XP and Win7 drivers? You have a new system that is already out of date.
