Question Cant boot when an HDD drive (not boot disk) is connected

Hello everyone,
Today, I added a 3TB seagate drive to my computer additionally to my 128GB SSD and 1TB HDD.
I formatted it using the disk manager, and I guess the computer ran into a problem (nothing showed up). And disk manager was buggy an hour later when I checked it.
I tried restarting the pc but the loading wheel just kept rolling.
I did a hard reset, and the computer didn't boot ( again stuck on loading wheel).
I figured the drive might be the problem, so I disconnected it and a second later, Windows loaded.
I tried to format the disk through cmd but it can't be done since I need to boot the computer when it's connected, otherwise diskpart wont recognize it.
I tried safe mode, didn't boot either.
I have no other ways in mind to format the disk.
Can anyone help? :)
