Can't boot with 4 sticks of ram

Definitely abnormal. Hardware is normally more consistent then that.

I would next update the BIOS to the latest version and try to boot up a couple of times. May require you to run one stick of RAM to get the update done if you can't get into BIOS.

After that, I'd start MEMTESTing the RAM. If you get a spare flash drive and run rufus boot device maker, you can install ultimate boot CD and it has lots of tools you can use, MEMTEST being one of them. Gives you better RAM testing.
I would start by installing all 4 and making sure that they are all seated firmly. Some DIMMs like Ripjaws require a fair bit of force. If you still get a DRAM LED, try removing DIMMs starting from furthest away from the slot you know works. This can help you determine if a particular DIMM or board slot is causing the issue.
 
I've tried reseating them all a couple times with no luck and I've tested each dimm slot (one at a time) and they all worked. I also tested the 4 ram modules and they also worked, but not when they all are connected.
 


Do you still get the DRAM light if 2/4 of the sticks are installed, or does it JUST work with 1 or 4? Try populating slots 1 and 3 or 2 and 4, and see if the 2 DIMMs will run in dual channel mode. Or perhaps it works with 3 DIMMs?

I've never seen this issue, but it sounds like the board is tripping up with quad channel. A BIOS update may help. All of those parts should be compatible.
 
I've just tested some more, but it just made me even more confused.
Approx. every 1/3 of the time I turn the pc on, I can get into bios/boot into windows (this doesn't seem to change, whether it's with 1 or 4 sticks installed). But if I shut the computer down and try to start it again 4 things can happen.
1. Boots into windows (I can also do this with 4 sticks).
2. Yellow dram led lights up (I need to hold down power button to turn off)
3. It goes back and forth between yellow dram led and red cpu led with 15 seconds delay (I need to hold down power button to turn off)
4. It goes through all debug leds and stays green like it would, when the system turns on normally, but I still get no bios/boot (just one click is enough to shutdown the comouter, just like if I was in bios)

Also the aura lighting seems to freeze for 2-3 sec every 20 sec when Im booted into windows, don't know if this makes a difference.
