Can't boot with EVGA GTX 760 installed

I'm having a frustrating time with this card...

Every time I put the hardware in the box I can't get past the HP boot screen.

I have a pre-built i7 2600, 3.4GHz, HP Box (H8-1120) with the following:
8GB RAM
Nvidia Geforce GT 530
MOBO is an IPISB-CU
Upgraded the PSU to 700W which surpasses the 500W min requirements for the new EVGA GTX760.

System BIOS: CAR_716.ROM v7.16
BIOS Version Date: AMI 7.16, 05/10/2011

I can put the 530 back in and it works great (including with the new PSU).

I have put the EVGA 760 in my other box and it works great so it's not the card.

I have also put my GTX 670 in the HP box and it works great.

The EVGA 760 suggests that it needs PCI-E or PCI-E 2.0 or PCI-E 3.0 (same thing that the my GTX 670 says which works with the MOBO).

I read that it might be the BIOS so I tried to flash my BIOS with the sp56122.exe (from 2012) and don't think it was successful. It said it was successful, but when I look at the BIOS settings again after restart everything looks the same (i.e. as described above).

Any suggestions would be appreciated.

Thanks for the response.

Originally it had the 530 and worked fine. I swapped the 530 with a 670 for a while and the 670 worked fine as well.

The 670 and the 760 say that PCI-E 3.0 is available but that PCI-E and 2.0 are supported. And given that I was running the 670 I was surprised that the 760 was causing me so much grief.

At any rate, I took it back and picked up an Asus GTX 660 with 2GB. That should still be more than enough graphics card for the rest of the box.

PCI express 2.0 works fine in a 3.0 slot..

From what I have read, I am having the same difficulties. I have a carmel motherboard and apparently UEFI is preventing your graphics card from being run. I've tried my hardest to figure out how to make it work, but I can't.
