[SOLVED] Can't by pass 3.7 MHz in Windows 10

Hi I'm new here looking for help or solution. I'm trying to by pass 3.7ghz on my Ryzen 3 2200g (Windows 10) Bios can detect if i push it more but in windows 10 is not detecting more then 3.7ghz. Also for some reason when i disable C-state control, Cool 'n' Quiet and Turbo Boost in windows 10 my CPU frequency continue jumping around. Power settings at Max in windows. What can it be the problem with this?

My Specs
Asrock A320M-DGS Motherboard (with latest bios you can now OC)
Ryzen 3 2200g APU
GeIL EVO SPEAR 8GB DDR4
MSI RX 570 GPU

BIOS may detect it but that MB is not made for overclocking, it's disabled. Need at least b350/b450 MB to overclock any Ryzen.
