can't change fan speed

So my computer has 5 fans total: CPU, GPU, PSU, onerear fan, and one side fan (on the side panel.) The side panel one is always so loud though, so I went to change it in the UEFI, and noticed it was at 2500 RPM with my changes doing nothing. (I put the fan on just before I went to the UEF.) I figured I could just save and exit and it would go back, (this was when I suspected something was wrong, since UEFI usually shows effects right on the spot) but nothing changed. I opened it up, checked the fan connector to make sure the pins were lined up to the right spots, and they were. Then I tried another fan header, and it was quieter. Now I was really confused, as the one it's plugged into is set to silent mode... It's a 3 pin connector on a 4 pin, but I don't want to change the pins to avoid shorting... Help me!
