Question Can't change monitor back to 144hz after closing a game

I just got a 144hz monitor, when you boot up the pc and select 144hz 1080p everything works fine, 144hz on the desktop and in csgo. However, when i close csgo and return to the desktop the monitor changes back to 60hz and i am not able to change it back. When i go to change from native resoultion (1920x1080 @ 60hz) to 144hz its starts to process it, my screen goes black, and then it sets it back to native 60hz. I cant find a way to make it go back to 144hz without restarting my pc. I think it is something to do with me playing csgo fullscreen at 1024x768 4:3 aspect ratio and changing back.

(Edit) : I have been able to set it back to 144hz by setting it in windows settings, but whenever i click on the task bar or open a full screen application it reverts back to 60hz

Dual monitor setup with a 1080p 60hz
GTX 1070
Latest NVIDIA drivers
CSGO Resolution : 1024x768 (4:3 ratio)
