Can't change screen resolution

I can't set my display from 1024x768 to my native, which is 1920x1080. A thunderstorm caused my computer to hard reset, so that probably caused it. I've tried a system restore, sfc, disk check, and reinstalling my drivers. None of which did anything. The sfc and disk check claimed that there is nothing wrong with my system files. The system restore and driver reinstallation just did nothing at all.

Is there anything else I can do? Oh, and I believe the startup animation reset? It's just this http://i1.wp.com/www.istartedsomething.com/wp-content/uploads/2006/11/winvista-boot1.jpg?w=700

Long shot, but have you checked your monitor to see if it is at a weird resolution?

The monitor's native resolution is 1920x1080, after the hard reset it set to 1024x768 as the native
