Cant change the Multiplier?

I have an CPU of T-Bird 1.1
and the mainboard is Epox EP-8K7A.128mb PC2100. but when I tried to change multiplier to overclock ,it failed.The BIOS still displayed: 1100MHz (100*10,200FSB)
why? is the multiplier locked? How to change it?
