I'm getting bits here and there from buddies and trades, I have a 2080ti so I want the top of th line type graphics. I currently have a 3700x and a 7900kf on hand, but Im wondering if should sell those and get a 3950x or 9900. I'm kinda just going bit by bit due to me being a noob at matching hardware to get. Best performance. I mainly only plan to game on this computer, my laptop will do everything else so top 4k graphics is basically my goal. Thank you

I have No intention of doing video editing, that's not my thing, just purely gaming And streaming potentially. So the 3700x would be the best for this situation? I read the 9900k is "better" for gaming or is it the same situation as the 3950

The 9900K is the best gaming CPU, the difference between the 9900K vs 3950X is about 3-5%, but you get double everything with the 3950X.
If you plan on playing at 4K then you won't see any difference between the 3700X/3950X/9900K, there is no need to upgrade if you only plan on gaming.

The 3700X at 4K will perform as well as the 3950X in gaming, if you want an editing rig than I recommend you get the 3950X over any other CPU, it's by far the best one you can get right

Gaming and streaming, I would possibly consider the 3900x or 3950x, if you intend to keep this rig for awhile, as it is expected that newer AAA titles, going forward, will be making use of more cores/threads. Some are already starting to push the limits of 6c/12t and 8c/8t CPU's. I have seen cpu reviews showing Shadow of the Tomb Raider making use of 75%, of a 3600x's 12 threads, for instance.
