Can't click on Start or use apps store on another profile

Hey, so I have no problems with my main account being the original admin but I have created an account for my girlfriend on my pc and, when signed in, she cannot click on the start button, only the right-click menu is available. The rest of the toolbar works too.
I have changed her to an admin now and this hasn't corrected the problem.

Any ideas??

I think this is a problem with the operating system. so you need to restore your computer. then it will start working fine.
