Go and see Athryn Sarethi, and he doesn't recognise 2 or more supporting
councillors.
How do I solve the problem with Hlren Ramoran not getting recognised?

Also, can't seem to finish the stronghold part of the mission.
Suspect it's something to do with Hlaren Ramoran not being recognised as a
completed mission?
