Can't connect to certain websites or download specific files from any device?

I am currently troubleshooting an issue that is preventing me from accessing certain websites and downloading files from any device connected on the same network. It either does not fully load in, or it would load in a black to blank white page... http://prntscr.com/jqt74e

or it would give me multiple different "protocol" errors

It seems to not effect certain websites like (twitter, reddit, youtube, etc) but it's really sporadic and inconsistent as it's essentially a coinflip whether something functions or not, i have tried restarting/resetting my modem, changing my dns server and manually resetting my internet protocol multiple times. My date/time is in order and i don't think it's just a browser issue at this point.

Downloading discord's setup exe file: http://prntscr.com/jqtg59 which the app it's self has been having problems which i presume is connected to my original issue.

Regarding a game, here is a screenshot of an error i get when i try to access the shop menu on League of Legend's client http://prntscr.com/jqthvc

I am planning on calling my ISP next but i'd like to see if anyone here has a solution before i proceed. Thanks.

Suggest you start by trying online solutions to "err_ssl_protocol_error" and perhaps with "firefox". There are several suggested solutions, from browser settings to SSL config settings.
