Cant connect to ipv4

Can't connect to ipv4 on my laptop on either ethernet nor wifi. I recently just spliced a new rj45 connector because the old connector wasnt connecting at all. And after fixing that, i couldnt connect to ipv4 on just my ethernet. But while i had wifi connected, i could browse normally. But then i reset the modem and now i cant connect to ipv4 on either ethernet or wifi.

Update: I can now connect to ipv4 and ipv6 on my wifi, but my ethernet is still having problems

Checking in, my phone can connect to ipv4 and ipv6 on wifi. My laptop cant connect to either on wifi. But can connect to ipv6 on ethernet
