Cant connect via pc but can through wifi and belkin router

I have a plain pc and an iPad 2 - my daughter has a Mac laptop - we have a dsl connection to the phone line and a belkin router to connect wirelessly!

But we can only use either wifi or desktop as I have to move the cables - please help
