I am posting this solution in the hopes that it will save someone else many hours of frustration.
I recently built a new computer and installed Windows 10 on it using the image I got from the Microsoft website. I then transfered my license from another computer that I was scrapping.
I have several apps on my Android that can transfer or sync files between my phone and my PC that were working with no problems on my old desktop computer such as the ASUS File Manager. They couild not connect with the new computer. They were able to locate the new PC on my network but would not connect. I tried all sorts of changes to the PC and researched the web to no avail. After a frustrating two days with no success, I stumbled on a post that gave me a clue.
It turns out that Microsoft recently, in the 2017 Fall Update I think, changed their support for SMB V1. They are supporting V2and V3 instead. V1 is still in Windows but it is turned off by default. There is a fairly complex set of rules on when it is turned on and off that you can read on the Microsoft website. I checked my system and found the SMB V1 server was turned off. The Android apps that I use apparently depend on SMB V1, hence they woud not work. I turned it on and everything now works as expected.
If you are having this trouble, simply go into Control Panel>Programs and Features, select the option to turn Windows features on and off, scroll down to SMB 1.0/CIFS File Sharing Support, expand that option, and check the SMB 1.0/CIFS Server box.
