Can't control GPU fan

Hello, my GPU is an HD 6950 and as the title says I can't control its fan and it's constantly at 100%. Currently I can't even use the computer because the sound is really really loud.

Now the problem is that I can't control the fan even with ATI Overdrive or MSI Afterburner as suggested in some of the threads I read. Also the temperatures on my GPU are really weird, negative temperature... Here is a picture:

Yes, it says -21.474 Celsius degrees.

Also the problem started when I was playing a game (Overwatch), suddenly the fan ramped up to 100% as I was playing and from that moment I can't adjust it with any program.
 
Solution
Here's what I would do:

1. Download the latest drivers for your GPU off the AMD website, but don't install them just yet.

2. Shut down the PC and physically take out your GPU. Give it a look over for debris, check to make sure the fan wire is plugged in (sometimes its hidden under the GPU shroud) and also check for any burt areas (electrical shorts).

3. Plug it back in, make sure there isn't any dust in the PCI-E 16x slot. Make sure all your power cables are plugged in and turn your PC back on.

4. Do a clean installation of the AMD drivers (you might have to uninstall them first in the control panel, then run the exe you got from AMD site with the driver) and uninstall ATI overdrive, as it is an old program that probably shouldn't...

5. Uninstall MSI afterburner and download/reinstall the latest one off of MSI's website.

Doing all this should only take about 20 minutes and you only need a screwdriver and internet access. See if that fixes it.
