Yeah, like matt_b said, try a driver sweeper/cleaner program before an RMA. Try one of these:

Even if you uninstalled the driver using the control panel / remove programs there will still be traces of it left in your Windows registry which are impossible to find without a driver cleaner app. If it still fails after that, you can always try re-installing Windows completely but that is a long process. If it still doesn't work right after that then you know 100% that your GPU is malfunctioning.
