edit; by the way i wanna overclock thanks lol

There is no such thing as future proof.

The AM3+ has the best chance of accepting future generations of processors.

Although the 3570k would be a better choice than the 8350 that will be the last of the upgrades that board can accept due t Haswell being a new socket.

so which would should i go with my mind says Amd and is the athlon ii x4 640 Over clockable

well i want the athlon x4 but will it bottle neck my gtx 650 and L3 doesnt matter to me lol

100 bucks lol i can get either of them lol and 8gbs of kingston 1600mhz which would work the best for the time being with a gtx 650 1gb thanks

well i have a crappy old Pentium d 820 with 2gbs of ram and 80gb hdd with windows xp if i go to amd i can have a mobo witch i can flash the bios since its am3+ and have a fx 8350 and be happy if i go with intel well sorry but i aint rich plus i feel ill be happier with amd my new upgrade is a 500w ocz sleathxstream and gpu is a gtx 650 1gb i just would rather spend a 100 bucks and then wait a few months then grab the fx 8350 for 150 and be happy i just need to know for the time being will the athlon ii x4 640 bottle neck my gpu thanks

Surely doing things that way you will be spending out more money. I would advise waiting and getting everything at the same time when you have the money for the new processor.

Also the PSU you have selected has no certification, i would recommend a PSU with at least 80+ bronze certification from a good brand such as Antec, Seasonic, XFX, PC P&C etc.
