Can't delete Cortana's folder from PC

Okay like the title says I cant delete this damn folder. The folder is Microsoft.Windows.Cortana_cw5n1h2txyewy, this is the cortana folder that is taking up my memory usage in task manager. When I try to delete is with right click delete or "shift, delete" I click okay then it deletes kinda then pauses, then it says You need permission to perform this action, but I go to the folder properties and change my permission and still it happens like what the actual **** Microsoft. If anyone can help me I would really appreciate it.

You can't afaik it's part of windows now, like explorer.exe (the shell is)
Even with everything cortana related disabled you will still see the process running.
