can't delete desktop shortcut

I can't seem to delete a dead short cut on my desktop. It use to be a skype short cut. I've tried through safe mode and hidden admin but I have no permission. Under security it says "No groups or users have permission to access this object. However, the owner of this object can assign permissions."

Assuming that you have administrator privileges:
1. Right click the folder in which the files are, and click properties.
2. Go to "Security" tab.
3. Click "Advanced" tab, here you can assign permissions.
4. Go to the "Owner" tab.
5. Click "Edit" and assign your user as the owner.

Then delete it.
