Question Can't delete folder, and file explorer uses 100% RAM ?

So I tried uploading videos from my external HDD to my pc and it started to lag bad and I know you're not supposed to but I unplugged it and for the most part everything was fine but one folder had remained. It had 4 videos in it. I deleted three but the fourth one couldn't be deleted (It says it's open in another program). Not only that, but every time I open the folder the file explorer program starts rising up in ram usage until it reaches 100%. Any help?

what make/model external hdd?

Have you tried booting off a Ubuntu Live USB and see if it has similar problems with the drive?
