Question can't determine if my CPU or motherboard is not working

hello, I need help from more experienced people, I will try to make as short as possible.
3 days ago I ordered used gpu, did eveything (ddu uninstall old drivers, took out my old cart, out in new card) at first it didn't work, just black screen, so I tried to reseat it few times, reseat RAM, take CMOS baterry out... in one moment when I flipped the switch on my PSU from 0 to 1 there was a smoke coming out of my motherboard (somewhere from the part where all the ports are) and there was a burning smell, I quickly turned the power off, I checked for any damages, my CPU seemed perfect from both sides, I carefuly put it back, no visible damage on motherboard also, so I gave it another try. My PC turned on without problems this time, I was checking temperatures, voltages and stuff for hours and everything was fine, games were fine, working as before.
Later on I wanted to put in my old GPU and uninstalled drivers with DDU, and when I turned off my PC its not turning on again. I tried 3 different GPUs that work on my brothers PC, I tried using 1 ram stick, reseating multiple times, clearing CMOS, unplugging everything for hours. I tested my PSU in other PC and it works, I tried putting my brothers PSU in my PC it doesnt work. So I was able to test almost everything (monitors, cables, gpus, ram, psu...) in my brothers PC and everything is working fine, the only things I cant test are CPU and motherboard, and I dont have service or anyone with lga1700 mobo and CPU.
So what happens is, when I turn on PC, CPU cooler fan is spinning, chassis fans are running at full speed, 1 GPU fans are spinning and 1 are not (I guess 1 has zero rpm or something), my keyboard turns on for half a second then the light turns off, and every time I press the key it turns on again for half a second. The screen stays black the whole time.
My guess is I damaged something when there was a smoke coming out, was lucky to turn it on the first time but not the second. Can someone help me determine if my motherboard or CPU are faulty (asrock h610m-hdv and i5-12400F), thank you for reading!
 
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

CPU: i5 12400F
CPU cooler: arctic freezer esports 33 duo
Motherboard: asrock h610-hdv
Ram: 2x16gb 3200 mhz
SSD/HDD: 1x adata 240GB, 1x crucial 480GN
GPU: amd rx 6700 xt and rtx 3070
PSU: tuf gaming 750w
Chassis: thermaltake (I dont know which model)
OS: windows 11
Monitor: aoc 24g2u I think

PSU is 1 year old, latest BIOS version (installed like 2 weeks ago, no problems with it)

...Can someone help me determine if my motherboard or CPU are faulty
first try removing all components from the case;
breadboard a basic setup on a non-conductive surface(cardboard, etc).

if the system fails to power up properly;
you will need to test the motherboard and CPU separately.
if you have no associates with a similar system to try, contact a local computer shop and have them perform a diagnostic run on both.

important thing I forgot to mention, before my PC broke, sometimes it would shut down after like a minute after weird squeaky/screeching sounds coming from headphones
