Solution
Are you working with an Automatic Startup Repair failure?

If so there are quite a number of links addressing the problem.

And some of those links include using the command prompt to resolve the problem.

Examples:

https://www.quora.com/How-do-I-fix-...System32-Logfiles-SrtTrail-txt-for-Windows-10

Look for other similar links and read carefully before doing any thing.

Ideally you will discover some consensus of actions that will lead to a fix.

Do not download any software that claims that it will fix the problem.

Work with what you can do and control.

Solution
Generally, the only fix for this error is a clean install. you can mess around with those fixes but 9 times out of 10, a clean install is best choice

If friend wants to save anything off PC, try this since he can get cmd
choose command prompt
type notepad and press enter
in notepad, select file>open
Use file explorer to copy any files you need to save to USB or hdd

Do not download any software that claims that it will fix the problem.
but but but,... the only software you should download to fix this is a Win 10 installer :)
On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

once he has everything off PC he wants to keep, follow this guide: https://forums.tomshardware.com/faq/how-to-do-a-clean-installation-of-windows-10.3170366/
