[SOLVED] can't do fastboot and there and it loads boot screen twice

I just got a asrock taichi ultimate with an intel i9-9900k cpu and when it is up and running it is awesome. But for some reason during the boot up process it loads where it asks you to press f2 for bios and so on then it goes to a screen showing your hard drives? then it shows the the screen that says f2 for bios etc.. again. then it loads windows???? And my internet has slowed down 30mbps down and 15 mbps up? my speeds used to be 960mbps down and 50mbps up now they are 930 down and 30 up?? If anyone can help give me ideas what to check and or what to do. I used to have a asrock extreme 4 z270 and in intel i7-7700k cpu. Now i am asrock taichi z290 ultimate with an intel i9-9900k??????

I have downloaded the latest bios ? I am truly stuck. At first it would not load windows on my m2 said it was of the gpt family or something and and I had to do the diskpart select disk and clean just to load windows. I had no problem with my older set up.

there is a watch battery on the motherboard it holds the bios info maybe it needs replacing only a few pounds
