Can't download in Internet Explorer 11

When I go to download anything in Internet Explorer 11, the download always fails saying "This program couldn't be downloaded." Any ideas why?

I had this issue with IE10. I went to IE11, hoping that would fix the issue, but 11 had the same issue. I tried the variety of suggestions that I found on the internet to fix the issue. The one that worked for me was http://windows.microsoft.com/en-us/windows/fix-corrupted-user-profile#1TC=windows-7 . BTW, this also solved the "Error 1603" I got every time I tried to upgrade to Java 8. Man, this stuff doesn't happen on mainframes !
