Solution
Look at page 30 of the PDF (page number 29 on the printed manual). You have the option of a 75Hz refresh rate at lower resolutions (640x480, 800x600, 1024x768, 1152x864, & 1280x1024), & even a 70Hz option (720x400), but you can only pick 60Hz for the 2 highest resolutions (1680x1050 & 1080p).

Im not really sure I have wondered that myself, my 60hz monitor also has a 55-75hz vertical refresh rate but 60hz refresh rate. Im not sure how the vertical refresh rate and horizontal refresh correlate to the refresh rate set by the manufacturer, I have tried to look it up as well cant really find anything.

I looked that up, if i lower the resulution i still don't have the option, but thanks!

If you really want 75hz you can try overcloking it, not sure how to do this with AMD you should see a custom resolution option in the crimson software somewhere. My monitor will overclock to 74hz without issue on HDMI but only 66hz with dvi (no idea why). Just know if you do this it can cause some issues such as distorted colors and frame skipping, you can check an overcloked monitor for frame skipping with the tool I linked below.
