If you installed Windows without Secure Boot enabled, you can't enable it unless you reinstall Windows. It's just how it's designed.

Sorry for the slight necropost but I'm not sure this is the case. I didn't install with Secure Boot enabled, I merely enabled it about a year later. It worked without any issue.

I found this thread on TechPowerup where they seemed to fix the issue by toying with the HDMI connection. Maybe that'll fix the problem for you. In the future, just a tip: if you are having some sort of error where you get an error code, an error message or something that indicates a specific issue, definitely try running it through your favorite search engine (I recommend Brave Search, personally) before opening a thread on a forum because usually someone else has had the same problem before. Chances are, they'll have found a solution of some sort that might help out. Not always, but it's a good practice to search for a solution first. I actually found this thread by searching for solutions to a different problem haha

Then let me update that answer

If you installed Windows while the system was in CSM mode, you can't enable Secure boot, because it requires CSM mode to be disabled and you can't boot into Windows in a CSM mode that was different from when it was installed, not at least without mucking around with the boot drive.

CSM needs to be disabled
if windows fails to boot due to not being installed in UEFI mode, then you will need to reinstall your windows, that usualy means to wipe your drive and install it on GPT drive

I know this is old but you don't need to reinstall windows just to swap boot method
if you just swapping from mbr to gpt, https://it-infrastructure.solutions/how-to-switch-from-legacy-to-uefi-boot-mode-mbr2gpt-convertion/
Needless to say, full backup of anything important. Built in feature or not, this is still Windows. While simple enough, this seems a bit hacky to me.

I would out of piece of mind and avoidance of future issues do it once and do it right with a clean install.
