I can't erase files on a CD-RW, when I enter the properties and recording tab there is nothing to allow me to allow recording. I obviously cannot just format the CD as it is protected. Thanks..

Dont you just delete the files?

Right-click the CD drive in My Computer and choose "Erase".

Alternatively, install some third-party burning software and manage all your CD/CD-RW tasks with that.
