Can't Figure Out How to Resize Screen Image to Fit Monitor

I upgraded to Windows 10 from Windows 7; the image that is displayed has never fit the size of the monitor (technically it's a TV, but whatever). I always would use Nvidia Control Panel to resize the image to fit the monitor, but it wasn't updated for Windows 10 (or 8 for that matter), so there is about an inch border of the screen that I can't see. I have a Nvidia GTS 450 graphics card. I was wondering if there is some way that I could resize the image or not. I also tried to go under display settings, but for whatever reason, the section where I can change the resolution is greyed out. Please Help :)

Sounds like an incorrect or damaged driver installation. I'd remove all the current and past driver versions using the Wagnard tools display driver uninstaller and then reinstall the latest stable driver version listed for your card. Instructions are here, in the clean drivers section. Be sure during the process to select the Nvidia option at the top of the DDU dialogue page:
