I wanted to change my default storage location to my secondary drive and went in regedit and into Windows\CurrentVerison and changed anything in there that had C:\ to F:\ (my secondary hard drive). I restarted and wanted to go back to regedit but it says can't find "C:\Windows\regedit.exe" I've went to C:\Windows and found the regedit.exe application but when i double clicked it, I got the same prompt. I can't open CMD or System Restore. I installed Windows using a bootable USB. Any help would be great thank you

in an admin command window, enter C:\Windows\regedit.exe
If that doesn't work, enter F:\Windows\regedit.exe

If it works, change everything back!
If it doesn't, you may be faced with a reinstall

And next time, do not do that.
Each application, you can designate where it should be installed.
For downloads, simply change that in the browser settings.
For other things, see this:
Win 7 & 8: http://www.tomshardware.com/faq/id-1834397/ssd-redirecting-static-files.html
Win 8.1: http://www.tomshardware.com/faq/id-2024314/windows-redirecting-folders-drives.html

Don't try to regedit force everything to be elsewhere. Bad things happen, as you have seen.

I can open CMD but not as an administrator. I still won't open and I installed Windows using a bootable USB. how would I reinstall?

The same way you did the first time.
Power up with the USB stick in
Boot from that
Install

Hopefully, you have the OS license key written down.
