Cant find devices on network please help

I'm not sure if this is the place to ask something like this but I always get fast and genuine answers here and no one else seems to be able to help me so how about you guys give it a go. here my issue; I've been having some issues with finding my devices on the network.. Ettercap & nmap and everything else I have tried does not find a host that is connected to my gateway? I have three devices; one running windows 8, one running Kali, and also my iPhone.. and I can not find the windows computer or my phone on Ettercap or nmap, and when I search specifically for my devices on nmap it says the host is down.. They can't be found when I scan for hosts in ettercap either.. But Ettercap and nmap both find about 21 hosts connected to my network but they are all routers and not my computer or phone it's a "large public wifi" and it finds a lot of routers and random things but says they're all running Linux so I'm assuming they're servers or something and i am looking for devices, I'm doing this solely for education only and with the permission of the owner.. What am I doing wrong? Thanks so much!

If the network is not yours, it may have some settings that limit or block connectivity between local devices. I would investigate the network first, if it is even possible.

@BrandonYoung how could I examine to find out if anything is blocking the connectivity between the local devices? I apologize for being a nuisance, I'm a programmer converting over to covering some security and ethical hacking; for a broader range of jobs. But that's off topic. Thank you!

On my LAN my "go to" test is a simple 'ping' through the command line. But just because a ICMP ping can go through, doesn't mean anything else will, but it will give you an idea if everything is capable of connecting at least.
