Question Can't fix reserved ram issue

I've been having some reserved ram issues recently. I've looked all over the web for fixes. In the past the PC has always displayed 16GB gam with none reserved. Now it shows that I have 12 GB Total ram with 8GB usable and 4GB reserved. Nothing I do will fix this. Speccy shows that I have 16GB of Ram.

Weird reserved should be like 200-500mb most of the time. Something is jacking the ram. Easy fix reinstall windows.
